The government of Timor-Leste generally respects the digital rights of its citizens. According to recent assessments, authorities do not restrict access to the internet or censor online content. Furthermore, there is no evidence of widespread unauthorized monitoring of private communications by state officials (1). This approach contributes to a favorable environment for VPN usage, where individuals can operate without significant government interference in their digital lives or browsing habits.

While the internet infrastructure is still developing, the legal framework supports the unrestricted use of privacy-enhancing technologies like VPNs.
