Using a Virtual Private Network (VPN) is currently legal in Latvia. There are no specific laws that prohibit individuals from installing or using VPN software on their devices for privacy or security purposes. The country generally respects civil liberties, and internet access is widely available without significant government interference in most personal usage cases. Residents often use these tools to secure their data on public networks or to access content that might be geographically restricted by private services rather than the government (1).
Despite the general legality of VPNs, the Latvian government actively restricts access to certain online content. The National Electronic Mass Media Council (NEPLP) has the authority to block websites that are deemed to threaten national security or public order, particularly those spreading disinformation or propaganda. Recent amendments to the Electronic Communications Law empower state institutions to disconnect access to such harmful material efficiently. These measures are primarily aimed at protecting the state's information space rather than criminalizing the tools used to access the internet (2).

In addition to national security concerns, Latvia also imposes restrictions on unlicensed online gambling. The legislation allows for the blocking of access to gambling websites that do not hold a valid Latvian license. The parliament has noted that access is restricted to websites facilitating unregistered economic activities and those containing false or distorted content. While users are not typically prosecuted for simply using a VPN, the focus of the legal framework remains on preventing the distribution of illegal content and unlicensed services within the country (2).
