Despite the general legality of VPN tools, the government has actively blocked access to certain social media platforms and news websites, such as TikTok and Radio Azattyk. Authorities utilize the "Law on Protection from False Information" to restrict content they deem harmful or incorrect, prompting many citizens to use VPNs to bypass these censorship measures. While the technology itself remains permitted, the state maintains significant surveillance capabilities over internet traffic and digital communications (2).

Users should exercise caution when navigating the internet in Kyrgyzstan, even when using legal privacy tools. While simply using a VPN is not a crime, accessing prohibited extremist materials or engaging in activities that the government classifies as inciting unrest can lead to severe legal consequences. The state’s monitoring infrastructure often targets those critical of the administration, making digital privacy a complex issue despite the lack of a formal VPN ban (1).
