The legal framework governing the digital space is primarily enforced by the Telecommunications/ICT Regulatory Authority of Côte d'Ivoire (ARTCI). Key legislative acts, such as the Law on the Protection of Personal Data and the Law on Fighting Cybercrime, establish the rules for digital interactions and data security. These regulations aim to create a secure online environment and protect user data, ensuring that digital growth aligns with national security and privacy standards (2).

While VPNs remain lawful, users are expected to utilize them in compliance with the country's cybersecurity laws. Consequently, utilizing a VPN for legitimate privacy purposes is permitted, but using the technology to conceal illegal activities or violate electronic transaction regulations could lead to prosecution under the existing legal statutes monitored by the regulatory authorities (2).
