Despite the legality of these tools, the online environment in Benin has become increasingly restrictive due to government regulations on digital speech. Authorities have utilized the Digital Code to arrest journalists and activists for publishing information deemed false or harassing, creating a climate where online activities are closely monitored. While VPNs can help users bypass blocked news sites or social media platforms during periods of unrest, the government maintains the capability to order internet shutdowns and restrict access to specific digital services (2).
