Despite the technical legality of these tools, the legal environment has historically been restrictive due to broader internet governance laws. Previous administrations have utilized legislative instruments to control online expression, often targeting digital activities deemed critical of the state. However, the landscape has shifted significantly following recent political changes, leading to the dismantling of some of the most stringent controls and a move towards protecting digital rights rather than suppressing them (2).
